While solving this question I have a doubt.

In the third step why x1 is selected as pivot and not y1.

I am confused as per Bland's rule we have to select the first one as pivot and here y1 is also fulfilling the criteria, for setting y2 = -2 we can select y1 as pivot. (Depicted below) 

Please explain if I am missing something.

To keep the answer short, the teaching tool does not obey Bland's rule and simply picks suitable variables for pivoting.

That depends on the variable ordering that you are using. You can order the variables as you like, and Bland's rule demands to select the least one that meets the criteria.
